Customer Services will be able to
help you with the following areas:
Abandoned vehicles
Newham council provides a service to investigate
abandoned vehicles left on the public highway. Abandoned vehicles
reported are investigated within 48 Hours, and removed within 1-15
days. If the car has been abandoned on private property then the
owner is responsible for having it removed. Regrettably, we are
unable to remove vehicles on private forecourts or public parks or
any other council department properties free of charge. Contact the
enforcement department for more details on costs.
Disposal of unwanted vehicles scheme
As part of the Association of London's 'Operation
Scrap It', the council now offer a free service, the Disposal of
Unwanted Vehicles Scheme, for the 'take back' of unwanted vehicles
in Newham.
Birds mess
Bird's mess in public areas, street pavements or carriageways can
be removed within 24 hours once reported. Regrettably, we do not
offer this service for private buildings or housing association
tenants.
Blocked gullies
Gratings on the side of the kerb sometimes get blocked. Newham
council offer a service to un-block gullies within 24 hours once
reported.
Recycling Christmas trees
From 5 - 20 of January each year Newham council can
recycle your old Christmas tree. By calling 0208 430 2000 the job
can be done within 1 - 5 working days. Please place the tree in
your front garden before making the call.
Damaged or obscure signs
No entry signs, school signs and street nameplates often
get damaged or fade away. Replacements of signs can be replaced
within 5 working days of it being reported.
Dead animals
Dead animals can be collected from public footpaths,
streets or front gardens. Cats, foxes, dogs, rats and birds can all
be collected within 24 hours. However if the dead animal is in your
front or back garden we do ask for the animal to be put in a black
bag beside your wheelie bin
.
Dog fouling
Dog fouling can be removed from pavements and roads
within 24 hours. If the fouling has occurred in parks or childrens'
play areas, we will put you in touch with the Parks section - they
will be able to assist. Remember, some grassy areas or forecourts
may be private land, so the council will not be able to
assist.
Enforcement
We can deal with issues such as: vehicles being repaired
on the footpath or carriageways, cars blocking entrances,
overloaded skips, sand or building rubble on pathways or the
erection of dog-fouling notices and flytipping notices. Enforcement
issues are usually dealt with, within 10 working days once
reported.
Flytipping
Rubbish which is dumped on the public highway,
street/roads, carriageways or alleys providing it leads to another
street/road can be collected within 5 working days. If flytipping
frequently occurs in your area you can also request for notices to
be put up to warn potential perpetrators. "Dead end" alleyways are
most likely to be privately owned as the deeds of the adjacent
properties cover a proportion of the alleyway itself. The council
will not be able assist in this case.
Garden refuse
Newham Council is working to increase levels of recycling
within the borough and to encourage residents to participate and in
order to reduce the levels of household refuse being sent for
disposal in landfill sites. A new recycling collection service for
green waste recycling will be running from Saturday, November 26
2005.
Through this service, residents will be encouraged to place the
following types of garden waste into sacks for collection by a
dedicated vehicle for recycling:
- Grass cuttings and leaves
- Prunings
- Trimmings
- Small branches
The collections will operate on Saturdays but to ensure
collection, the booking must be received by 12 midday on the
Friday. Please call 020 8430 2000. If received
after 12 midday Friday the resident will be placed onto the
collection schedule for the following week.
Collections are free and residents need to be asked to leave their
green waste in sacks or bags at the boundary of their property for
7am on the Saturday to ensure collection.
Graffiti
Offensive graffiti can be removed within 24 hours
providing the offence is on a footpath, carriageway, bridge or
subway. Non offensive graffiti can be removed within 5 working
days.
Highways defects
Contractors leaving materials on footpaths or
carriageways, holes in footpath, uneven or rocky paving slabs,
raised man hole covers or general defects once reported are all
dealt with within 1-5 days, depending on the danger to public
safety.
Orange Bag recycling scheme
From the week commencing the February 6, 2006, the orange
bag recycling scheme is being rolled out to the remaining 23,000
houses in the borough.
As with the existing scheme, all collections will be made on the
same day as a normal refuse collection. We are able to accept the
following:
- Food and drink cans
- Plastic bottles
- Newspapers, magazines, junk mail, catalogues, directories (but
not Yellow Pages)
- Light cardboard - such as cereal boxes
As with the existing scheme, residents are requested to place
all of these items together into their orange recycling bag for
collection and to ensure collection, place the bag at the boundary
of their property by 7am.
At this stage, the collections will be from houses only
and over the coming months we will be assessing all flats to see
how it is possible to bring them onto the scheme

Missed domestic collection
Every household has a regular weekly collection for
domestic waste. Reported missed collections are rectified within 24
hours, missed recycling collections can also be dealt with in the
same way.
Wheelie bins must only contain domestic refuse, bins with
building materials or bulky refuse will not be collected. Please
use the special collection service to have these items removed.
Reports should be made via the contact centre on 020 8430
2000.
Missed trade collection
Any businesses requesting a trade collection must have a
trade refuse agreement. Collections vary for most business but
reports can be dealt with within 24 hours.
Oil spillage
Spillage on public highways or carriageways as a result
of a road traffic accident can be dealt with within 24 hours once
it has been reported.
Public convenience
Damage to public toilets can be dealt with within 5
working days once reported. Any toilets that need to be cleaned can
also be done within this time scale.
Road markings
Any road markings needing attention, i.e. yellow, red and
white lines, can be repainted within 5 working days.
Road not gritted
When roads are icy, they can be gritted within 24 hours
once reported.
Roads not swept
Main streets are swept daily and other roads once a week.
If you notice that a road has not been attended to, please contact
020 8430 2000 to get the road cleaned within 24
hours.
Special collections
Up to 6 household items can be collected at any one time
free of charge. This includes bagged household waste which is too
heavy for the weekly refuse collection providing it does not
include glass, planks of wood, or rubble. Builder's or DIY waste is
not included in this service. Collections from offices, cellars,
garages, house clearances etc. can be arranged but a charge would
be payable.
Requests for this service should be made via the Contact Centre on
020 8430 2000 or by completing the online form.
Items are collected within 1 - 5 working days of the request,
please ensure the items are in the front garden or bin area before
requesting its removal.
Pests
The council provides a pest control service.Cockroaches,
rats, mice, bed bugs pharaoh ants and wasps can be dealt with by
contacting 020 8430 4133. Removal of rats is free
to all except commercial properties and are usually dealt with
within 24 hours.
Clients who are owner-occupiers or private tenants are charged for
the service. The charges are very competitive and reductions are
available for those receiving means-tested benefits, pensioners and
students.
Street lighting
We inspect street lights, illuminated
signs and bollards regularly - but if you spot any lights not
working or perhaps lights are switched on during the day, once
reported these queries can be dealt with within 5 working days.
