What age range is covered under the Newham Children and Young People's Plan?

The plan will cover all children and young people from conception to 19. In addition, it will also cover young people aged over 19 receiving services, including leaving care, and those aged under 25 with learning difficulties. (For probation, police and Youth Offending Teams, the plan will only cover services up to age 17).
