Newham's Children and Young People's Service - Transformational Change

The council's vision is to make Newham a major business location, a place where people choose to live, work and stay.

To achieve this and other goals we need to provide high calibre services for children and young people as this is a critical determinant in the decision making of families and businesses to choose this borough.

Impetus for transforming the services we deliver is being provided by developments nationally and locally, in particular the publication of DCSF's 10 Year Children's Plan a new legislative framework and Mayoral priorities.

The Children and Young People Service (CYPS) directorate in Newham Council has been re-evaluating the impact of use of its resources in providing children's services and identifying how it can bring about step change in performance levels whilst maximising value for money.

The directorate now needs to reconfigure its services and resources to focus on 'function' in terms of what is needed to deliver the outcomes and how our services are configured. This is a clear move away from delivering services in its current form which is structured around 'professions' and 'services'.

This is being done this under the banner of the Transformational Change Programme, and the directorate is bringing together all the discrete service change projects, to go forward in one holistic direction.

A project team, headed by programme manager Jenny Dibsdall, has been assembled to lead a programme of consultation with staff and stakeholders, and to facilitate the development of the framework for transformational change of CYPS.

Initial consultation with CYPS staff on the Transformational Change and the Trade Union side has already started, and will be extended to include stakeholders. Over the coming weeks we will be using this site to keep you informed on progress on this important programme.

The rationale and vision for the transformation is described in the rationale for change paper and the Business Case. The CYPS Delivery Framework illustrates the delivery model for our resources and services.
