Commercial firework displays may
need to be licensed as public entertainment.
The health and safety enforcement responsibility may be
either the Health and Safety Executive (HSE) or Environmental
Health depending on where it is happening.

The sale of fireworks to the public is regulated by Trading
Standards, which restricts sales to licensed
premises.
