Structure and tasks for the new service

break

 

Our new Policy and Performance Service will have three units:

  • Strategic Service Planning and Improvement - with 47 posts in this unit
  • Performance - with 42 posts
  • Strategic Policy and Research - with 14 posts

Each unit will have key tasks.

Strategic Service Planning and Improvement

  • Ensure there is a sufficient range of policy staff in place, with appropriate knowledge and expertise, helping services deliver their objectives
  • Provide corporate business service planning support
  • Support services in meeting their corporate governance responsibilities
  • Provide a flexible resource to support preparation for strategic inspections
  • Facilitate internal and external procurement of appropriate resources for project and programme management
  • Support and lead effective partnership working and improved outcomes for local people
  • Have lead responsibilities for: The Newham Partnership (LSP) and related partnerships, Local Area Agreement, Equalities

Performance

  • Undertake data collection, monitoring, analysis and reporting across the authority
  • Support the performance improvement agenda and help service managers in this process
  • Meet statutory requirements for data returns, meeting standards for data integrity and quality
  • Undertake data quality assurance
  • Act as the corporate client for geographical information systems and Local Land and Property Gazetteer
  • Support improvement and better outcomes
  • Support partnership performance management
  • Act as the link / intelligent client for the policy and performance service with ICT and as the "corporate client" for data quality

Strategic Policy and Research

  • Undertake horizon scanning
  • Provide high level assessments of implications of upcoming legislation
  • Policy briefings for Mayor, Executive and Managers
  • Inform lobbying for resources linked to strategy for public affairs
  • Spot opportunities and advantages for services (including external funding)
  • Create appropriate intelligence to underpin policy function and service plans
  • Analyse impact of policy decisions
  • Procure good quality research to understand residents' needs, conditions and views
  • Deliver key corporate and partnership surveys
  • Provide a single source of Census and high level demographic analysis and forecasting for the Council as a whole
  • Manage research commissioning budget
  • Have lead responsibilities for: Parliamentary and Public Affairs,Market Research
