Applying for or renewing a freedom pass

Here you can find information on who can apply for a freedom pass and how you can apply for one.

Who is eligible for a Freedom Pass?


  • You need to live permanently in London, and
  • Be aged 66 years or over

If you are an eligible older person you'll be able to download and fill out an application form which you can then take to your local Post Office branch, or you can pick up a printed version from the local Post Office. First, read our guide to applying for a Freedom Pass.

If you are an eligible disabled person you can download and fill out an application form here and take it along to your Local Service Centre. Please call us on 020 8430 2000 if you require more information.

The new travel passes will now feature a photograph for added security, which means they can no longer be issued over the counter and may take up to ten days to come through.


Documents required


You will need to provide the following additional documents along with your completed application form to apply for or renew your Freedom Pass:

You must provide one example from the list below as proof of name and age:

  • letter of pension entitlement
  • current passport
  • medical card
  • birth certificate (unless your name has changed)
  • driving licence (paper or photocard).

You must also provide one example from the list below as proof of address:
  • current Council Tax bill/letter/payment book
  • current council/housing association rent book/statement/letter
  • current television licence.

The items below must be dated within the last three months:
  • residential utility bill (excluding mobile phone bills)
  • residential bank/building society statement
  • HM Revenues and Customs letter
  • Department for Works and Pensions letter
  • occupational pension letter
  • residential credit card statement.

If you do not provide your proof of name, age or address they will not be able to renew your Freedom Pass.


Changes to the renewal process


Freedom Passes were normally renewed every two years but to help prevent fraud your new pass is now different in a number of ways:

  • it is valid for five years instead of two
  • for additional security, your new pass will include a photograph of you on the card itself rather than on a separate photocard
  • your new card will take up to ten working days to arrive and will be sent to you in the post.
