What is a parking complaint?

A complaint against the parking Penalty Charge Notices (PCNs) and or Civil Enforcement Officers (CEOs) usually falls under two main categories.

  • Mishandling of a case involving a Penalty Charge Notice. For example, if you were issued a Penalty Charge Notice and, after having followed the correct appeals process, you still feel that your case had been mishandled, then you have a complaint which we will investigate.
  • Misconduct of a Civil Enforcement Officer while issuing a Penalty Charge Notice

What is not a complaint?

If you have received a Penalty Charge Notice and have not yet followed the normal procedure for contesting the PCN, then please refer to How to challenge a PCN?
