Energy
Conservation
The ECU provides energy and water
management services for the Council's non-housing properties,
unless stated otherwise.
These include the contribution of technical expertise
in respect of monitoring energy and water usage; purchasing energy
and water supplies, validating on-going water usage and advising on
necessary remedial actions, training of the Council's managerial
staff.
Domestic buildings
The ECU prepares and estimates the energy ratings of homes in the
borough which are used in reports to the Government on the progress
made in reducing domestic energy use, CO² and homes in fuel
poverty.
The unit can advise on improvement works to heating and
insulation in dwellings in order to reduce CO² emissions and
improve SAP ratings.
The unit's services are available to Housing Associations and
Housing Trusts in the Newham area.
Public buildings
- Purchasing - The Energy Conservation Unit purchases energy
supplies on behalf of Newham's buildings as well as the Theatre
Royal, Stratford Circus, the Academy of Music and the Sixth-Form
Colleges, in line with Best Value. Green Electricity is always
considered when purchasing fuel.
- Monitoring - Energy and water consumption is monitored in order
to minimise usage.
- Energy Efficiency Surveys - Surveys are carried out and advice
given on implementing the energy saving measures identified.
- Advice - Advice is provided to senior council officers on the
impact of Energy Efficiency Legislation, as required under Local
Agenda 21 and Sustainable Development.
- Project Financing - The unit identifies funding provided by
Central Government and Commercial Organisations, to assist the
implementation of measures.
- Climate Change Levy - We are responsible for the installation
of energy improvement measures in 25 public buildings in the last
12 months, to meet Newham's environmental objectives in accordance
with Central Government policies.
- Renewables - We have applied for grant funding to install a
large-scale solar voltaic project in the Woodgrange Regeneration
Area. All major electricity users in the borough are currently
using green electricity from a renewable source.
