Inspector's report
The Core Strategy was examined by an independent inspector, who
found the Core Strategy to be sound, subject to minor changes.
Council received notification of the Inspector's decision on 16
January 2012.

Following receipt of the Inspector's report, the final Core
Strategy was taken to Cabinet and Council meetings for approval 26
January 2012. The adopted Core Strategy and accompanying adoption
statements can be viewed on the main

Strategy page.
Post submission minor
changes
The Core
Strategy was subject to examination by a Goverment appointed
Inspector and public hearings took place between September 13 2011
and September 29 2011. Since the Core Strategy was submitted to
Government on 31 March 2011 a
further series of minor changes
were identified. These minor
changes addressed a number of
issues
raised by representators and referenced updated evidence and
legislation and correct typographical errors. The minor changes
were subject to consultation for a period of six weeks between 5
October and 16 November
(5.30pm).
The minor changes that were identified are set out in the schedule
below and a revised consolidated version of the
Core Strategy was published
to include these minor changes. In
addition, a summary of the representations received on the minor
changes - and the Council's response to these representations - was
produced, and representations in full can be viewed on the
Newham LDF
Consultation Portal. These were
forwarded to the Inspector who
considered them as he prepared his report on the soundness of the
Core
Strategy.
GLA Safeguarded Wharves Review
2011/12
The Inspector invited the council and representors to submit any
comments about the implications of a GLA consultation draft called
the Safeguarded Wharves reviews 2011/12 (made available online at
london.gov.uk) as it was considered
relevant to some of the issues discussed at the public hearings on
employment, the Royal Docks and infrastructure. It was requested
that comments be submitted to the Programme Officer for receipt by
5pm hours on Wednesday 2 November 2011.
Examination in Public
The examination of the Core Strategy included public hearing
sessions, which commenced on Tuesday 13 September 2011 at 10.00am
and concluded 29 September. The public hearings were held in Room
WG.06, London Borough of Newham, Newham Dockside, 1000 Dockside
Road, London, E16 2QU. Guidance notes and the programme for the

Please note Session 7 (Canning Town) matters were discussed during
Session 6 following a programming change.
Earlier consolidated minor amendments to the Core Strategy
Submission Draft
A schedule of minor amendments to the Core Strategy Submission
Draft was prepared for the purposes of the examination. These
amendments were made in response to representations and, in
addition, include officer led minor changes. In addition, the Core
Strategy Submission Draft was updated to include the minor
amendments, as set out in the schedule. The Schedule of
Consolidated Minor Amendments to the Core Strategy Submission Draft
and the Core Strategy Submission Draft Incorporating Further Minor
Amendments prepared for the examination can be viewed below.
Please note that the Core Strategy Submission Draft has been
susequently updated following the conclusion of the public
hearings, and a new schedule of post submission minor has been
produced. These documents can be viewed on this page under the
heading 'Post Submission Minor Changes'.

The Inspector
A Government Planning Inspector Geoff Salter BA MRTPI was appointed
to undertake an independent examination into the soundness of the
Core Strategy. The Inspector's role was to consider whether
document (a) was legally compliant (i.e. meets the requirements of
the Planning Compulsory Purchase Act 2004 and associated
Regulations) and (b) satisfied the criteria for soundness (i.e.
whether it was justified, effective and consistent with national
policy).
The Inspector took into account the representations submitted on
the Core Strategy and informal debates took place on the principal
matters identified by the Inspector in the public hearing
sessions.
The Programme Officer
A Programme Officer was appointed to act as the contact point for
any person who has made representations at the submission stage,
and as a liaison between the Inspector, the Council and Examination
participants.
He acted independently on behalf of the Inspector to organise and
manage the administrative and procedural matters of the examination
process and was the first point of contact for any questions
relating to timetabling or procedural matters. In addition, all
statements were submitted through the Programme Officer.

Examination library
A library of documents was prepared for the purposes of the
Core Strategy examination. The purpose of the library is to
detail the information sources that contributed to the development
of the Core Strategy Submission Draft. It can be viewed on the
Core Strategy examination library page.
Draft National Planning Policy Framework
Representors were made aware that on 25 July 2011 the Department of
Communities and Local Government (DCLG) issued the consultation
draft of the National Planning Policy Framework (NPPF) on its
NPPF website (please note that the final NPPF has been
published following the Core Strategy's adoption).
Following an invitation from the
Inspector, the Council and several representors submitted comments
about the implications of the NPPF on the development for the Core
Strategy examination, prior to the deadline of 30th August 2011.

In addition, the Planning Inspectorate published advice for use by
Inspectors regarding the draft NPPF. This can be viewed via the
