Inspector's report


The Joint Waste DPD was examined by an independent inspector, who found the DPD to be sound, subject to minor changes. Council received notification of the Inspector's decision on 14 November 2011.

Following receipt of the Inspector's report, the final Joint Waste DPD was taken to Council meetings at each of the East London Waste Authority boroughs for approval in early 2012. The adopted DPD and accompanying adoption statements can be viewed on the main Joint Waste DPD page.

Post hearing minor changes

Following the public hearings, a version of the Joint Waste DPD incorporating post hearing changes and minor amendments was published.  This can be viewed below, along with the schedule of changes.  The boroughs advertised these proposed changes for a period of 3 weeks ending on Monday 26 September 2011. 

 


 

Public hearings


The examination of the Joint Waste DPD including public hearings, which commenced 5 April 2011 and concluded 7 April 2011.  The public hearings were held at Barking Town Hall.  Guidance notes and the programme for the public hearing sessions can be found below.

 



Inspector and programme officer 


The Government's Planning Inspector, Terrence Kemmann-Lane JP DipTP FRTPI MCMI, was appointed to undertake an independent examination into the soundness of the Joint Waste DPD. The Inspector's role was to consider whether document (a) was legally compliant (i.e. meets the requirements of the Planning Compulsory Purchase Act 2004 and associated Regulations) and (b) satisfied the criteria for soundness (i.e. whether it was justified, effective and consistent with national policy).  The Inspector took into account the representations submitted on the Core Strategy and informal debates took place on the principal matters identified by the Inspector in the public hearing sessions.

Ministerial Statement on Planning for Growth (March 2011)


An opportunity to comment on the implications of the Planning for Growth Ministerial Statement (issued 23 March 2011) for the Submission Joint Waste Development Plan Document was provided.  Comments were required to be sent to the Programme Officer by 26 April 2011.  The statement is reproduced in this document (Word doc.)

Examination library


A library was compiled for the purposes of the examination. It sets out the information sources and evidence base documents which informed the development of the Joint Waste DPD.
