Lower Lea Valley
Opportunity Area Planning Framework
Newham is not endorsing the Lower
Lea Valley (LLV) Opportunity Area Planning Framework (OAPF)
published by the Greater London Authority.
The LLV OAPF was adopted by the Mayor of London in January
2007. This document outlines a vision and development principles
for the Valley in terms of land use strategy including the scale
and nature of proposed change. Endorsement of the OAPF was
requested by the Mayor of London after its adoption.
A decision was taken by the council (on 18 October) not to
endorse, but rather to note it as a document published by the
Greater London Authority (GLA).
This is because the document had the following
drawbacks;
- the land use designations did not accord with council
objectives
- the inadequacy of transport capacity up to and beyond 2016 to
support levels of development outlined
- the precise location of locally significant industrial sites
did not comply with Newham's Industrial Land Survey and a need for
the consolidation of river wharf activity.
For these reasons it was preferable not to endorse as requested
by the Mayor of London.
The OAPF document and associated technical appendices underpinning
it will be taken into consideration in preparing the Stratford and
Lower Lea Valley Area Action Plan which has been commissioned
jointly by the London Borough of Newham and London Thames Gateway
Development Corporation. The AAP is due to be finalised in 2010 and
will act as the statutory plan in terms of policies and proposals
for Newham's area of the Valley. Until then, a 'Saved Policies'
version of Newham's Unitary Development Plan (this came into effect
on 27 September 2007, as approved by the Secretary of State) will
be relevant for statutory purposes.
