Applying for a freedom pass

Here you can find information on who can apply for a freedom pass and how you can apply for one.
Who is eligible for a freedom pass?

  • You need to live permanently in London, and
  • Be aged 60 years or over
OR

  • Have an eligible disability
How to apply for an older person's freedom pass

If you are aged 60 or over, you should apply at any main Post Office. Please make sure you take all the right documents with you including a completed freedom pass application form. You can download an application form here or pick one up from the Post Office. If you do not bring the correct documents with you the Post Office will not be able to give you a pass.

What you need to bring

  • A completed freedom pass application form
  • Two recent passport sized photos of yourself
  • Proof of your name, age and address

What you need to bring as proof of your name and age (one item from the list below):

  • Current freedom pass
  • Letter of pension entitlement
  • Current passport
  • Medical card
  • Birth certificate (unless your name has changed)
  • Pink driving licence (paper or photocard)


What you need to bring as proof or your address (one item from the list below):

  • Current council tax bill/letter/payment book
  • Current council/housing association rent book/statement/letter
  • Current television licence
  • Residential utility bill dated in the last 3 months
  • Residential bank/building society statement dated in the last 3 months
  • Inland revenue letter dated in the last 3 months
  • Benefits agency letter dated in the last 3 months
  • Letter of pension entitlement or occupational pension letter dated in the last 3 months
  • Residential credit card statement dated in the last 3 months.

If you forget your proof of name, age or address the Post Office will not be able to give you a freedom pass.


Applying for a disabled freedom pass


If you are under 60 with an eligible disability, please apply to the council. You can call us 020 8430 2000 for more information.

What is an eligible disability?


If you live in London and meet one of the categories below from the Transport Act 2000, you can apply for a freedom pass:

  • People who are blind or partially sighted
  • People who are profoundly or severely deaf
  • People without speech
  • People who have a disability, or have suffered an injury, which has left them with a substantial and long-term adverse effect on their ability to walk
  • People who do not have arms or have a long-term loss of the use of both arms
  • People who have a learning disability that is defined as a state of arrested or incomplete development of mind which includes significant impairment of intelligence and social functioning
  • People who, if they applied for the grant for a licence to drive a motor vehicle under Part III of the Road Traffic Act 1988, would have their application refused under section 92 of the Act (physical fitness), other than on the grounds of persistent misuse of drugs or alcohol
