Schemes of
Delegation
Decisions not specifically reserved to the
Council are taken by the Mayor, Committees and
Officers.
The responsibility for functions are set out in
Part 3 of the Constitution.
Mayor's Scheme of Delegations
The Mayor is responsible for all executive arrangements
and is required to maintain a list under Part 3 of this
Constitution setting out who of the following are responsible for
particular Executive functions:
- The Mayor; or
- The Mayor in consultation with an individual Executive
Adviser
- The Mayor in consultation with Cabinet
- Officers.
The scheme of officer delegation is maintained by the Monitoring
Officer and is available for inspection
The Mayor reports to each AGM the scheme of delegations he
intends to operate for the forthcoming municipal year.

Delegations
The Newham's Officer Scheme of
Delegations was fully reviewed and updated in December 2005. The
scheme sets out which post holders are delegated the authority to
take certain decisions on behalf of the Council.
The first part is a general overview of the scheme and how it
should be interpreted. The second part sets out the general
functions carried out across the Council such as HR and Procurement
matters and the third part sets out who in the Council is
designated as certain proper officers with statutory powers to
carry out particular functions and responsibilities.
The fourth part is the service specific delegations which apply to
officers in the various services in the Council. It has been
approved by the Executive and Full Council.
