Local Development Framework

The Core Strategy

The Core Strategy is a plan for the long-term development of the borough. It will set out the future direction of the borough for years ahead and affects everyone who lives, works or does business in Newham.

The Council are looking ahead, deciding on plans for building in the borough up until the year 2026.

The aim is to acheive the right balance between homes, jobs and open spaces in order to create healthy communities with the best possible quality of life for everyone. To do this we need you to tell us what you think.

Planning Changes

The government have changed the way councils make plans about how their areas will develop in the years ahead. What used to be called the Local Plan is being replaced with a new Local Development Framework (LDF).

Part of this change includes requiring that all local authorities create a Core Strategy. This is a plan for the long-term future development of the borough.

Core Strategy

The Core Strategy includes details about what land can be built on and what should remain open space, what kind of buildings should be built and where. It also looks at issues such as housing, transport, jobs and the environment and how they can be developed in the best way. It will provide the basis for how planning decisions are made and will affect the outcome of planning applications.

Essentially it will set out the future direction of the borough for years ahead and affects everyone who lives, works or does business in Newham.

If you care about how Newham will look in the next few years, or even the next twenty, you need to tell us if we are getting the Core Strategy right!

In 2006 we consulted with people about the different options in our draft Core Strategy.

As a result of that feedbck we made a number of changes and came up with different ideas and options. The result is our new Core Strategy Issues and Options Report (PDF, 741kb) which went out to public consultation in March 2008.


What happen's next?


The comments we received during that consultation will help us move onto the next stage which is to develop our Preferred Options. We will then come back to you later this year and ask for your comments again.

Evidence Base

In order to create the Core Strategy it has been necessary to have a thorough understanding of the issues facing the borough. The research information used is known as the Evidence Base which is continually being revised and updated.
