Sustainability
Appraisal
A Sustainability Appraisal will be carried
out on all the Local Development Documents in the LDF. This will
allow us to assess the possible impact that our policies might have
on the environment and help the preparation of plans which will
promote sustainable forms of development.
Urban Design Guide SPD Scoping
Report
Newham Council is producing an Urban Design Guide Supplementary
Planning Document. It will provide general guidance on urban design
which will apply to development across the borough. It will be used
as a basis for discussions and negotiation with developers and for
making decisions on planning applications.
In
accordance with government regulations on Sustainability Appraisal
(Regulation 12(5) of the Environmental Assessment of Plans and
Programmes Regulations 2004), a Scoping Report has been produced
and sent to the statutory environmental agencies and neighbouring
boroughs to seek views on the appropriate scope and level of detail
of the assessment which is being carried out on the Supplementary
Planning Document.
A copy of the Consultation Letter is included for
information.
The consultation period for the Scoping Report runs from
29th August to 3rd October 2008. Following this it
is anticipated that consultation on a Draft Urban Design Guide
Supplementary Planning Document will take place early in 2009. This
will be accompanied by a draft Sustainability Appraisal.
To adhere to both European and National legislation, all Local
Development Document's (LDD's) will be subject to a Sustainability
Appraisal, within which a Strategic Environmental Assessment will
be incorporated.
What is a Scoping Report?
The preparation of a Scoping Report forms the first stage of the
Sustainability Appraisal. These reports set out the current
baseline of the plan area with regards to environmental, economic
and social factors, current sustainability issues that the plan
area is currently facing and a sustainability framework that will
be used to assess the emerging document. The report also identifies
sustainability objectives that are contained within other relevant
plans and programmes that may have a bearing on the LDD that is
being prepared.
Consultation has previously been undertaken on Sustainability
Appraisal and Strategic Environmental Assessment Scoping Reports,
each of which relate to a particular document that will be included
within Newham's Local Development Framework.
