Penalty Charge Notices (PCNs)

How can I avoid Penalty Charge Notices?

There are some useful hints and tips on ways to avoid a penalty charge notice or having your vehicle removed in Newham:

  • Pay attention to signs showing the hours of restriction on single yellow lines. Double yellow lines no longer need a sign to say "no parking at any time".
  • If you park in a controlled parking zone, unless there is a time plate showing different restrictions from those of the controlled parking zone, the times of the restrictions are as shown on the controlled parking zone entry signs.
  • If you are outside a controlled parking zone, you must check the time plates for the hours of restriction when parked on single yellow lines.
  • Be aware of loading ban restrictions on yellow lines These are indicated by a white plate which shows the time when the restriction is in place. There will also be chevrons (yellow lines) on the kerb.
  • If you leave your car on a yellow line for a few minutes, for example, to "pop into the shops", you may still receive a ticket.
  • In parking bays, take note of the sign and the vehicles permitted to park there. Some bays may be for resident or business permit holders only, or for a disabled person. Bays are sometimes suspended so look out for large, yellow signs showing the details. Your vehicle may be removed if it is parked in a suspended bay during the date and times indicated.
  • In all bays, ensure your vehicle is parked fully within the bay. Some bays are used for loading in the morning, and then become Pay & Display bays later in the morning, so be careful. (This is particularly the case along Green Street).
  • When buying a Pay & Display ticket, make sure that you purchase more than enough time to cover your stay, as you are not allowed to "feed" the machine (come back and put more money in the machine) once your time is up.
  • Note bus lane times. In most of the borough, bus lanes operate in the morning and evening rush hour times and on Saturdays, but some operate for longer or shorter periods. For example, there are 24-hour bus lanes in central Stratford.
  • Do not park on the footway. However, there are exemptions for certain narrow roads. If you are in doubt, please call the parking team on 020 8430 5432 for advice.
  • Do not park on school 'keep clear' markings.
  • Do not park over a dropped kerb that has been created to help pedestrians cross the road or vehicles accessing a property, for example, a person's driveway to allow them to park their car in their front garden.
  • If you are a blue badge holder, display your badge and clock correctly and make sure you understand what you can and can't do.
  • Obey all traffic signs and do not enter a box junction unless your exit is clear.
  • Park safely and considerately and always remember, do not leave any valuables on show.
