Penalty Charge Notices (PCNs)

How much does a Penalty Charge Notice (PCN) cost?

The charges for PCNs are not set by individual councils, but by a London-wide body called London Councils.
There are three types of contravention and the cost varies for each type:

  • Parking; this type of contravention results in a penalty charge of £100 for a serious contravention and £60 for a less serious contravention (reduced to £50 and £30 if paid within 14 days)
  • Bus Lane; this type of contravention results in a penalty charge of £120 (reduced to £60 if paid within 14 days)
  • Moving Traffic; this type of contravention results in a penalty charge of £120 (reduced to £60 if paid within 14 days)

There is a 50 percent reduction in the charge if the council receives payment of a PCN within 14 days. If after 14 days the charge remains unpaid the full value of the penalty will be payable. If the charge is still unpaid, it increases by 50 percent when a charge certificate is sent. If the charge is then registered as a debt, a £5 court fee is also payable. If bailiffs are instructed to recover the debt, bailiff charges are also payable.

For example:

PCN = £100
Discounted to £50 if paid within 14 days
This increases to £150 when a charge certificate is sent
This increases to £155 when registered as a debt
