Penalty Charge Notices (PCNs)

New PCN levels explained

On July 1, 2007, parking penalty charges in London were split between serious and less serious contraventions.
The changes were approved by London Councils, The Mayor for London and Central Government in response to a London-wide public consultation.

Changes to On-Street Parking Penalty Notice Charges

(Issued by a Civil Enforcement Officer or with CCTV evidence)

Previously, all on-street parking contraventions in Newham carried a charge of £80. But now the amount you are charged depends on the type of contravention you make - a serious contravention or a less serious contravention.

Serious contravention

Some examples:

  • Parked on single/double yellow lines
  • Parked in a disabled bay without a valid permit / blue badge
  • Parked where parking, waiting or loading/unloading is prohibited
  • Parked with one or more wheels on the footway

A new penalty charge notice level of £100 will apply to all 'serious' contraventions. You can reduce the charge to £50 by paying within 14 days.

Less serious contravention

Some examples:

  • Over-stayed in a Pay & Display bay
  • Not parked correctly within the markings of a bay
  • Re-parked in the same parking space within one hour of leaving

A new penalty charge notice level of £60 will apply to 'less serious' contraventions. You can reduce the charge to £30 by paying within 14 days.

Bus Lanes

As part of the review of parking charges, London Councils and The Mayor for London have increased the penalty charge for driving in a bus lane.

A new penalty charge notice level of £120 has been set.

You can reduce the charge to £60 by paying within 14 days.

(The previous charge was £100)

Moving Traffic (yellow box junctions; school keep clear markings; banned turns and restricted entry signs)

A new penalty charge notice level of £120 has been set.

You can reduce the charge to £60 by paying within 14 days.

(The previous charge was £100)

Vehicle Removal and Storage Costs

As with parking penalty charge notices, the charges for vehicle removal and storage are set by London Councils and the Mayor for London.

The new removal charge is £200 and the daily storage charge £40.

(The previous charge for vehicle removal was £150 and the daily storage charge £25)
