Planning Applications

Development Control Service Teams

Development Control's main function is to process planning applications through to formal determination either at Planning Committee or through delegated powers. The DC Service is split into two sections - the Major Applications Team and the All Borough Team.
Areas of responsibility

The Major Applications team is responsible for dealing with:
  • major applications including reserved matters and approval of details within these geographical areas.
  • all London Thames Gateway Development Corporation applications.
  • Olympics Delivery Authority referrals where the Borough is consulted on an Olympics application.
  • applications for Zone 1 Stratford City, where the ODA defer the application back to London Borough of Newham as Local Planning Authority.
  • appeals associated with major applications.

    A major application is defined as either:
    small scale: 10-199 dewllings or over 1000sq m up to 9999sq m residential floorspace.
    large scale: 200 plus dweliings or 10,000sq m floorspace.
The All Borough team is responsible for dealing with:
  • all minor/non major applications in the Borough
  • major applicaitons that fall outside the Major applications team geographic area.
  • appeals arising from applications dealt with by the team.

    A minor application is defined as:
    up to 9 dwellings for 1000sq m floospace, which would include general householder applications.

The Enforcement Team is responsible for investigating breaches of planning control, including unauthorised changes of use & building works.

  • non-compliance with conditions of a planning permission.
  • unauthorised development, including changes of use, with respect to Listed Buildings.
  • unauthorised development, including changes of use, within a conservation area.
  • unauthorised erection of advertising devices.
  • derelict buildings and untidy land.
  • all reports relating to alleged breaches are dealt with strict confidentiality and impartiality.
  • all enforcement related matters

The Urban Design & Heritage Conservation team is responsible for dealing with:

  • design and heritage matters.
  • conservation areas.
  • specialist input into Newham's development control, forward planning and planning policy functions.

Both the Majors appication and All Borough teams are responsible for:

  • taking forward pre-application discussions in the Borough through the formal pre-application service that the Borough operates.
  • negotiating and drafting main elements of s.106 legal agreements.


Duty Officer & Pre-application service
The Council operates a general advisory service for applicants and members of the public. A duty planner is available during normal working hours to give general procedural and other advice, or to answer any site-specific, factual matters. The duty planner will not normally be in a position to discuss specific proposals and is available to give more general advice only. Please contact Planning reception on Tel: 020 8430 2000 and ask for the duty planner.

A pre-application service is also available to discuss specific ideas and proposals in advance of submission. Earlier this year, the London Borough of Newham introduced a charging system for pre-application advice on medium, larger and more complex cases. The Council offers free advice for other domestic and small-scale applications. More information on the formal pre-application advice system and charges
