Scrutiny
The role of Overview and Scrutiny in
Newham is to help us to develop policy, improve service performance
and hold the Mayor to account.
Our Scrutiny Commissions are time-limited groups made up of
backbench Councillors, who meet to gather evidence from officers,
the Executive, service users and external partners on particular
issues and topics. The Commissions then make recommendations to the
Mayor about how to improve services.
Scrutiny can look at council services and the services provided by
other agencies and organisations in Newham. The Health Scrutiny
Commission has legal powers to hold the NHS to account in
Newham.

The main role of the Overview and Scrutiny Committee is to hold
the Mayor to account, for example by scrutinising the forward plan
and key policy documents.

The Health Scrutiny Commission scrutinises local health services
under the powers of the Health and Social Care Act 2001.

The Children and Young People Scrutiny Commission is a standing
commission looking at education and other issues relating to
children and young people.

This is the archive for all past Scrutiny Commission reports by
year of completion.

Scrutiny is undertaken by councillors and acts as a check and
balance on the Mayor, holding him to account for his
decisions.
