Overview and Scrutiny Committee

The main role of the Overview and Scrutiny Committee is to hold the Mayor to account, for example by scrutinising the forward plan and key policy documents.
Overview and Scrutiny appoints the Scrutiny Commissions and is responsible for their overall management.

It has two main roles:

  • To act as a check and balance on the Executive Mayor, holding him to account for his decisions
  • To review and help to develop Council policies to ensure that they have a positive impact on the people of Newham
Scrutiny:

  • Is undertaken by elected members of the Council (councillors) who are supported by an independent Overview and Scrutiny Unit which reports directly to Newham's Chief Executive
  • Is one of the most important ways in which a non-executive councillor can influence Council policy and champion his or her constituents
  • Is not limited to monitoring the Council; it can be applied to any agency whose activities affects local people, including the police, parts of the NHS or the fire authority
