Services for Visually Impaired Adults

Registration for blind and partially sighted adults

Newham Council offers registration for blind and partially sighted people with the department.
We will visit you and discuss your sight loss, offer you an assessment of your needs and explain the benefits of registration.

Registration is voluntary, so if you agree, your name will be added to the list of visually impaired people in the borough. This list is confidential and your details will not be shared with anyone without your consent. Registration does mean however that you are usually entitled to certain benefits and concessions

The registration process

If you have seen a hospital eye consultant and he or she feels that your eyesight cannot be corrected, they may discuss registration. There are two categories of registration:
  • Sight Impaired / Partially Sighted
  • Severely Sight Impaired / Blind

Following discussion with you, your Consultant will complete a certificate to be forwarded to the Sensory Disability Team. This form is called a CVI 2003 or you may hear it referred to by its previous name, BD8.

We will contact you as soon as receive this form and offer you a visit from the team.

Many people worry that being registered "Blind" means that they will lose all their sight. This is not the case. Most people who are registered maintain some useful sight.
