Chobham Residential Haven - Area wide traffic calming proposals and 20 mph zone

The council want to consult with local residents and businesses on proposals to introduce traffic calming aimed at reducing accidents, speeding and rat-running.

Introduction

The area known as 'Chobham Residential Haven' has been identified as having speeding and accident problems. Because of this it has been incorporated into this year's road safety programme. It is proposed that the roads within the area will be made safer by implementing various traffic calming measures, and a 20mph zone.


The council is now consulting with local residents and businesses on the proposals.

This site explains the proposal in outline terms. A more detailed plan is on display at the Chatsworth and Chandos Community Centres.

Background

The Chobham Residential Haven is bounded by Leyton Road, Windmill Lane, Leytonstone Road and Crownfield Road and is primarily residential with some businesses together with a primary school, community centre and open green spaces.

Detailed crash analysis shows there to have been twenty (20) crashes occurring within a three year period up to the 31st March 2007, of which eleven (11) were speed related, four (4) resulted in serious injury and six (6) resulted in pedestrian casualties of which three (3) where children. Speed surveys have been carried out in several locations throughout the area. The location with the highest speeds gave an average of 31mph with up to 63 percent of drivers exceeding the 30mph speed limit. It is worth noting that two roads within the area, which have previously been treated with traffic calming measures, have only had two crashes resulting in slight injury and neither involved speeding drivers.



Proposed Measures

To reduce casualties, speed and rat running of the vehicles in the area, the council is proposing the following measures, as shown on the reverse side of this leaflet:

  • A 20mph zone with associated signing, road markings and coloured surfacing to make drivers aware they are entering a 20mph zone.
  • Round top road humps to reduce the speed of vehicles.
  • Speed cushions to reduce the speed of vehicles.
  • Upgrade of existing and installation of additional school crossing patrol signing with warning lights.
  • Upgrade the existing school warning signs, highlighting to drivers the presence of a school in the area.
  • Upgrade and raising of an existing zebra crossing in Major Road to the same level as the footway to create a traffic calming feature.


PLEASE NOTE THAT THERE WILL BE NO LOSS OF RESIDENTS PARKING SPACE.

Cars will be able to park on speed humps.

What Happens Next

All comments will be carefully considered before a final decision is made. If it is decided to proceed with the scheme, it is anticipated that construction works will be completed by the end of March 2008.
