Equality Impact
Assessments (EQIAs)
Our vision is to make Newham a
place where people choose to live, work and stay. Essential to this
vision is raising the quality of life for all our residents to the
same level as the rest of London.
To do this we must concentrate our efforts on
those who are most disadvantaged. The council, as a public body,
also has a legal duty to promote equality, eradicate unfair
discrimination and support diversity.
Equality Impact Assessments (EQIAs) are essential to ensuring that
we treat everyone fairly in the delivery of our services and the
development of our strategies and policies.

They are about ensuring every resident and service user has equal
access to services and opportunities in life, and recognising when
they do not and putting in place plans to change this and ensure
equal opportunity. An EQIA can help us to understand:
- Capacity to promote equality
- Capacity to reduce inequality
- Adverse effects on equality
- Potential unlawful discrimination
An Equality Impact Assessment can identify both positive and
negative impacts. Once an impact has been identified EQIAs helps to
identify actions which build on the positive and mitigate the
negative in order to improve outcomes for local people.
The council has in place a toolkit which contains guidance and a
suggested template for undertaking EQIAs for decisions which will
impact on service users. Those EQIAs are undertaken as part of
decision making and the council has a duty to ensure they are
published as part of decision making.
