How we are improving
air quality
Newham Council is required to
review air quality against national objectives and implement a plan
of action to improve areas where objectives are not being met. This
process is outlined below.
Review and assessment
This began in 1998 and involved monitoring local air quality across
the borough. Newham monitors against six air quality objectives -
these pollutants are:
- carbon monoxide
- benzene
- 1,3-butadiene
- nitrogen dioxide
- sulphur dioxide
- particles (PM10).
This Air Quality assessment lasted for 5 years and the final report
was published in 2003. This document can be viewed here:
Air Quality Action Plan
During this air quality review some areas in the borough were
identified as failing national objectives. These areas were
designated within an Air Quality Management Area (AQMA). An action
plan was devised to manage these areas in the planning process,
industrial permitting and local initiatives. This can be viewed

Air Quality Action Plan Progress Report
A more detailed assessment was required within this Air Quality
Management Area to report on the progress in meeting action plan
objectives and to accurately monitor any subsequent improvements in
air quality using real time monitoring data. The latest report can

Updating & Screening Assessment
Following on from the initial Review and assessment all areas of
the borough require an assessment to review the boundaries of the
current Air Quality Management area. This report can be viewed
