Noise pollution

The council's Noise and Nuisance Team deal with a wide variety of noise complaints including:

  • Loud music / parties
  • Noise from pubs, clubs and bars
  • Barking dogs
  • DIY work carried out at unsociable hours
  • House and vehicle alarms
  • Noise from ventilation fans, compressors and other equipment


If you are affected by noise, first talk to the person or company responsible for causing the noise nuisance - you may find that the problem can be resolved amicably - or try mediation.

If the noise nuisance persists and informal action fails to resolve the problem, you can ask the Noise and Nuisance Team to investigate.

The Noise and Nuisance Team has officers available to visit and investigate your complaint:

  • Monday to Friday - 10 am to 4am
  • Weekends & public holidays - 12 noon until 4 am

Please note this is a confidential service and your details will not be disclosed to the person you are complaining about. If the noise is occurring at the time you call, a Noise Officer will normally phone you back within one hour, although there can be a longer delay at peak times due to the high volume of calls we receive.


Visit from a Noise Officer


If you request a visit, the Noise Officer will need to enter your property to assess the noise level and decide whether it constitutes a statutory noise nuisance. Our staff will always show you their Newham Council identity card when they knock at your door.

If we establish there is a problem with noise nuisance, the team has a range of options available, including:

  1. Approaching the person directly and asking them to reduce the level of noise
  2. Sending advisory or warning letters
  3. Serving a noise abatement notice
  4. Issuing a fixed penalty notice (£100 for residential premises or £400 for commercial premises)
  5. Seizing sound equipment
  6. Taking a prosecution in the Magistrates Court

The team will always try to resolve the complaint at the earliest possible stage. However, it is important you contact us each time the problem occurs so that we can collect evidence and take appropriate action. You can also contact the team during normal office hours if you want to discuss the problem and seek advice.


Mediation


Another option you may wish to consider is mediation. Mediation is where an independent third party helps to produce an agreement is another possible way to resolve problems. Newham Conflict and Change Project undertakes such mediation and can be contacted at:
