Scaffolds and
hoarding
If you wish to place scaffolding
or hoarding upon the highway you will need to apply for a licence
and permission.
How to apply

A licence will be granted if the conditions contained within the
application are met, and upon receipt of evidence of public
liability insurance and payment.
It is an offence to place a scaffold or other structure on the
highway without permission of the highway authority, any persons
found doing so may result in the issue of a fixed penalty fine of
£150.00 or, in more serious cases prosecution by way of summons to
the Magistrates Court.
Fees
The fees for a scaffold or hoarding are based on the size, length
and duration of the highway occupation.
In some cases you will need to arrange an appointment with the
Network Mangement and Street Works Team who will come and
inspect the site where you wish to place the scaffolding and/or
hoarding.
A deposit may be required to cover any damage that might be caused
to the highway surface from the work or due to the occupation. The
deposit is returned in full if there is no damage caused.
