Mayor of London triggers Severe Weather Emergency Protocol (SWEP) for rough sleepers as temperatures hit zero

​​For the third time this winter, the Mayor of London, Sadiq Khan, has triggered a severe weather response for rough sleepers, as temperatures are set to hit zero or below some London boroughs.

Sadiq Khan has agreed with London councils, including Newham, that from this year, severe weather shelters will now open London-wide if the temperature is predicted to drop to zero or below anywhere in the capital.

When the SWEP is declared Newham operates a programme to provide emergency accommodation and enhanced outreach work to identify and assist rough sleepers.
