Penalty Charge Notice refunds - advice for applicants

Newham Council has written to 4,952 people who are eligible for a refund following an incorrectly issued penalty charge notice (PCN). Out of these notices, 1,203 affect Newham households.​

The PCNs eligible for a refund were issued between 31 March 2009 - 6 February 2013 by a small number of cameras that were not properly certified at 12 locations:

1 camera on Barking Road
1 camera on Mona Street
1 camera on Green Street
2 cameras on Barking Road
2 cameras on The Broadway
1 camera on West Ham Lane
3 cameras on Great Eastern Road
1 camera on Theatre Square

The problem was identified and corrected. Steps have been taken to ensure the certification is maintained in future.

To date, 2,065 people have applied for a refund and only 134 of these are Newham residents.
