Massage and special treatment licence

On this page you will find information about which activities and services require a special treatments licence and how you should apply.

​Who needs a massage and special treatment licence?

If you are providing any of the following treatments, the premises you are providing them from must be licensed by us.
 
The treatments include:
  • massage
  • manicure
  • acupuncture
  • tattooing
  • cosmetic piercing
  • chiropody
  • light treatment such as intense pulse light
  • electric treatment
  • similar treatments including vapour, sauna or other baths.
 
 

Exemptions from special treatment licensing

Members of some professional associations and organisations are exempt from special treatment licensing.
 
 
 

Apply for a massage and special treatment licence

Licences are valid for 12 months from the date of issue.

How to apply

You should download and fill in the application form and send it to us with the documentation and original copies of the relevant qualifications of each therapist and the correct fee.
You must also do a fire risk assessment and give us a basic plan of your premises which you should send in with a your application.  
Please note that we will not process your application until we have received all your documentation.

Processing your application

We send copies of your application to the Metropolitan Police and the London Fire Brigade and a copy of your fire risk assessment to the fire authority.
 
When we have received your application form and documentation, we will contact you to arrange an inspection of your premises. This inspection is to make sure that your premises meet the standards in the licensing conditions and health and safety regulations.
 

Tacit consent

Tacit consent does not apply. This means that we will issue your licence only when we have received all your documents, made all the necessary checks, carried out the inspection and we are satisfied that your premises meet the required standards.
 
The licence we issue may also list conditions specific to your premises.
 
 

Fees

The current licence fees for 1 April 2017 to 31 March 2018:
  • £585 for massage treatments (new and renewal)
  • £935 for laser treatments (new and renewal)
  • £420 (new) and £351 (renewal) for all other treatments
  • £176 for shows and events (new and renewal).
The fee for each therapist registration is £45 (new) and £36 (renewal).
 
If you carry out more than one treatment you may pay a combination of the fees. For example, if you provide laser treatments and nail extensions and you have two new therapists, your fee will be £935 + £420 + £90 = £1,445.
 
We may also charge a fee making additions or changes to your licence.

Payment

You can pay by:
  • sending a cheque with your application
  • credit or debit card when you bring in your application form and documents
  • telephone using your credit or debit card. Please telephone 0203 430 2000 from 9am - 5pm, Monday to Friday.
 
 

Renewals

We will automatically send you a reminder letter and special treatment renewal form about six weeks before your current licence expires.

If you wish to renew your application, you should fill in the renewal form. You can tell us about any changes on the form.

You must renew before your current application expires otherwise you will have to make a new application.
 
 

Making changes to your licence

You must apply to vary your licence if you want to make any changes.

These can include:
  • changing the layout of the premises
  • adding or removing a condition (excluding changing the number of therapists or removing permitted special treatments)
  • adding one or more special treatments to the licence.

Fees

The fees to vary a licence for 2017-18 are:
  • £351 for massage treatments
  • £351 for laser treatments
  • £176 for other treatments
  • £32 to change the number of therapists or remove permitted special treatments.
 

Appeals

You may appeal if:
  • we refuse to give you a licence
  • you object to any of the licensing conditions we attach to your licence.
