In Spring, the Government announced a £150 energy bills Council Tax rebate for most households living in a property in Council Tax bands A-D on 1 April 2022. 

We are working hard to support residents and ensure they receive the energy bill council tax rebate as soon as possible. We have been updating our systems to allow us to make the payments as efficiently and accurately as possible, so that the right money is paid in to the right bank accounts. We need to properly account for this public money because it is our duty, and be able to claim it back from the government.

The rebate will not need to be repaid.

This is more complex than we anticipated. The council tax system is set up to collect money, rather than pay it out. We apologise for the delay. We have been testing and fixing our systems so that we can pay residents on this scale for the first time. Some other councils have had problems in getting the right money to the right people and we want to avoid this by getting it right first time, which has unfortunately taken longer than we had hoped.

We have around 98,000 households to process for payment, 47,000 of which pay by direct debit. These Direct Debit households (where we have their correct details) have all received their rebate on 8th June, 2022.

It is more complicated for us where residents are not on direct debit. These residents are being contacted from June 23rd onwards to begin the application process. This is through a secure portal so that residents can safely give us their bank details. More details can be found, on our payments for households who do not pay Council Tax by Direct Debit, page 3. Given the high number of payments to be made it will take a number of weeks for all payments to be made. 

If you prefer, we can credit your £150 to your council tax account. This will happen automatically if it isn’t transferred into your bank account.

Thank you for your co-operation. Remember, the Council will never telephone you to ask for your bank details – beware of scammers.

Who’s eligible? 

Households living in a property in council tax bands A-D on 1st April 2022 will receive the £150 council tax rebate. 
This means about 9 out of 10 households in Newham will benefit, including around 95% of rented properties. However, second homes or empty properties will not benefit.

The £150 energy grant Council Tax Rebate scheme will run until 30 September 2022.

We are sending emails and letters out daily with details of how to access our secure portal. When you give us your bank details we run them through the government’s verification service called “Spotlight”. Once this is cleared the payment will transfer to your bank account.  

What if my household isn’t eligible? 

Newham has received just over £1million to provide support to vulnerable households who may not qualify for the £150 Council Tax rebate. This could include households living in property valued in bands E to H that are on income-related benefits or households who weren’t resident on the 1st April 2022.

We will update this page to provide more detail on how this discretionary scheme will operate once finalised.

The Discretionary Fund for this energy rebate will run until 30 November 2022.
