Scheme of delegation - During Coronavirus

At the special meeting of Cabinet, 3 April 2020, in response to the national COVID-19 outbreak, Cabinet agreed, as part of a series of recommendations in the agenda item ‘COVID 19 Response: urgent service changes’ a range of additional delegations to council officers.

The delegations to officers are set out, for a period of 6 months and to be reviewed by Cabinet every 3 months.

Covid 19 - Additional Delegation Officer Authority

At the special meeting of Cabinet, 3 April 2020, in response to the national COVID-19 outbreak, Cabinet agreed, as part of a series of recommendations in the agenda item ‘COVID 19 Response: urgent service changes’ a range of additional delegations to any existing delegations to Officers in the Council’s Constitution and Schemes of Delegation. The delegations to officers are set out below, for a period of 6 months and to be reviewed by Cabinet every 3 months:

Schedule of Urgency Delegations

These powers are additional to the delegated powers granted to officers in the Newham Scheme of Delegation and the Council’s Constitution. They are also subject to the provisions of the Newham Scheme of Delegation.

The delegations are subject to the following conditions: 

  1. They will expire 6 months after the date of the Cabinet decision unless renewed and will be reviewed by Cabinet every 3 months;
  2. The powers may be only be exercised for any decision taken in response to the coronavirus outbreak;
  3. Decisions exercised using these powers and of a greater value than an officer’s delegated powers in the current Scheme of Delegation, must be taken following consultation with the relevant lead member and / or the Mayor and / or Deputy Mayor.

Chief ​Executive

These powers may be exercised by the nominated Deputy Chief Executive when the Chief Executive is unable to act:

To approve new expenditure up to and including £5M in respect of any matter.

To make any procurement decision, including the waiver of Contract Standing orders with a value up to and including £5M.

To take any decision in respect of Council service provision in any directorate. To take any decision delegated to Corporate Directors below. 

Corporate Directors​

To approve new expenditure up to £2M relating to the functions of the​ Directorate and / or services for which the Officer is responsible.

To make any procurement decision, including the waiver of Contract Standing orders with a value up to and including £5M relating to the functions of the Directorate and / or services for which the Officer is responsible.
