Phase 2 Additional Restrictions Grant for Suppliers

Additional Restrictions Grant for suppliers to businesses in the retail, hospitality, events, leisure and other industries. We will now accept applications from suppliers to other industries which can demonstrate that they have suffered as a result of reduced trade.

Phase 2 will stay open for businesses which supply the retail, hospitality, events and leisure sectors and suppliers to other industries which were required to close or had reduced trade on following dates: 5 November 2020-2 December 2020; 20 December 2020-4 January 2021 and the national lockdown 5 January-12 April 2021.

Applications are invited from both rate-paying and non-rate paying businesses which occupy a commercial property in Newham.

For the avoidance of doubt, if the main customers of the business are the general public, then the applicant will not be eligible.

Eligibility

Businesses which meet the following criteria are invited to apply:

  • Occupy commercial premises in the London Borough of Newham and able to demonstrate fixed property costs.
  • Can demonstrate that their business is a key supplier to businesses in retail, hospitality, events, leisure and other industries which were legally forced to close and/or which had reduced trade on following dates: 5 November 2020-2 December 2020; 20 December 2020-4 January 2021 and 5 January-12 April 2021 at the earliest.  
  • Can demonstrate a loss of income (via bank statements) as a result of the above closure.
  • Registered on or before 1 April 2021.
  • Suppliers to those businesses which were required to close (retail, hospitality, events, leisure) and have lost, or have a much-reduced, customer base.

Exclusions

The following businesses are NOT eligible to apply

  • Businesses awarded funds under Phase 1 Additional Restrictions Grant or the Local Restrictions Support Grant (either for closed or open businesses)
  • Businesses in administration, insolvent, have ceased trading or are in receipt of a striking-off notice
  • Businesses which have already received grant payments that equal or exceed £350,000 over the last three years
  • Businesses whose customers are primarily the general public
  • Businesses registered after 1 April 2021
  • Businesses which derive less than half their income from supplying sectors that were required to close and/or which had reduced trade i.e. retail, hospitality, events, leisure and other industries.

Evidence required

The following documents will be required as proof of your eligibility:

1. ID (one of the following):

  • Valid EU/UK passport
  • Valid overseas passport showing visa with right to work
  • Valid EU ID Card
  • Full UK driving licence
  • UK birth certificate and National Insurance card (you must upload both documents).

2. Proof of your business registration (one of the following):

  • Business Certificate of Incorporation (Company Registration)
  • Self-employed HMRC letter showing your Unique Tax Reference (UTR) number.

3. For non-business ratepayers, fixed commercial property-related documents in full (one of the following):

  • tenancy
  • lease
  • licence
  • rental documents

4. For business ratepayers, evidence of your business rates accounts – the London Borough of Newham invoice showing property address and business rates account number.

5. Bank statements:

  • need to be in full, unaltered and clearly state the business and/or applicant's name, registered address with income/expenditure within October, November, December 2020, January, February and where possible for March 2021, along with additional evidence of changes to revenue in comparison with same period in October, November, December 2019, January, February and March 2020
  • must also show fixed property-related costs; at least one of the statements must show the most recent property-related cost.
  • will be used to evidence loss of income resulting from business lockdowns on the following dates: 5 November 2020-2 December 2020; 20 December 2020-4 January 2021 and 5 January-12 April 2021 at the earliest.

Please Note:  The London Borough of Newham places responsibility on the applicant to certify that their bank statement is correct to the best of their knowledge.

6. Invoice on company headed paper that shows (where applicable):

  • authorised bank
  • account name
  • account number and sort code
  • company registration number and vat number (where applicable).

7. Recent utility bill (if available).

Award guidance notes

Grants are calculated by the rateable or annual rental value of the business premises and will be paid only to the registered payer.

Payment amount for lockdown periods:

  • Second lockdown of 5 November 2020-2 December 2020 (28 days)
  • Tier 4 restrictions 20 December 2020-4 January 2021 (16 days)
  • National lockdown 5 January-12 April 2021 (97 days)

Tax

Grant income is taxable.

Additional notes

  • Grants will be allocated on a first come, first served basis in line with the applicant’s eligibility and their meeting the necessary due diligence threshold.
  • Only one application per business is allowed.
  • Submitting an application and meeting the eligibility criteria does not guarantee approval of a grant.
  • There will be no appeals process.
  • Each application will be assessed based on the date and time it is submitted.
  • Every application and its supporting evidence will be thoroughly checked for eligibility.

What happens after your application is submitted?

Upon submission you will receive email confirmation with a reference number starting with ‘ARGPII’. Please keep a note of this reference number and use it in any communication with us in relation to your application.

Timescale for payments

It is not possible to provide a precise turnaround time for payment, as this is dependent on factors such as the number of submissions, number applications approved, final payments checks and the complexities of some businesses in relation to the eligibility criteria. However, we hope to notify you of a decision within 28 working days of application. 

Businesses which qualify for payments will receive payment by BACS. Please allow an additional seven working days from the date of when you receive our award confirmation email to receive funds.

When to contact us

If your business does not qualify we will write to you by email, stating the reasons.  However, if you feel we have incorrectly assessed your application please contact Our Newham Business & Enterprise team in the first instance to discuss. On some occasions, where necessary, you may be asked to submit a new application because your original application did not contain all evidence required.
