Street naming and numbering

New streets and buildings need to be registered in order to have an address. You can apply to us for naming and numbering of streets and properties in Newham. 

You must make an application if you need: 

  • A building to be named and/or numbered, including splitting existing buildings into flats 
  • A building to be renamed and or renumbered 
  • A new street to be named. 

How to apply 

  • Read our street naming and numbering policy guidelines (PDF) to help you to understand the process so you can fill in the application form correctly 
  • The quickest way to submit an application for Street Naming and Numbering is via our new e-Form
  • The e-Form allows you to drag and drop files relevant to your application, such as floor plans and accommodation schedules.
  • Please include a location plan and floor plans with your application
  • For large developments please include an accommodation schedule, preferably in Microsoft Excel format.
  • Alternatively, you can download and complete the Word version of the street numbering and naming application form (Word)
  • Email your form, with the words SNN Application as the subject heading to: snn@newham.gov.uk, along with the requested files listed above.

What happens next? 

We will check your application and ask you to pay the fee (details appear in the table below). Once we have agreed the street or property name and numbering, we will register the addresses in the LLPG (the council’s address database, and send you a letter confirming the official addresses and UPRNs (Unique Property Reference Numbers).

We will also send the addresses to Royal Mail so they can register them in their databases, and confirm the postcodes.  

Royal Mail - Ongoing Delays

Please be aware, following the introduction of a new IT system in Spring 2025, Royal Mail have been experiencing heavy delays in responding to requests to register new and existing addresses and issuing of postcodes. This is affecting Local Authorities and Street Naming and Numbering applicants across the whole country.

As of September 2025, delays stand at 6 weeks.

We will continue to work with Royal Mail as part of the Street Naming and Numbering process, but unfortunately the delays are beyond our control.

If you wish to apply for a new street or property name 

You can’t choose a name already in use in the borough or neighbouring boroughs, so make sure you suggest at least two property or street names in your application. 

For example, High Street, High Road, and High Court are counted as the same name, and should therefore be avoided.

We will check all names for duplication and may discuss these options with the fire brigade. 

Alternatively, you can choose from the Council’s Suggested list of Street and Building Names, which is available on request. However, we will still need to check any names that have been selected in case they are already in use.
