Council Tax for landlords and agents

If you are a landlord or managing agent, you can let us know about a change in your tenants online.

When the landlord is responsible for Council Tax

Landlords are responsible for Council Tax for the following properties:

  • Unoccupied residential properties
  • Houses in multiple occupation (HMO), e.g. groups of bedsits which share washing and cooking facilities
  • Properties occupied by asylum seekers
  • Properties occupied only by religious communities
  • Care and nursing homes
  • Some hostels
  • Some second homes
  • Some vicarages

Liability between tenanted lets

As a landlord or agent, you must pay Council Tax between lets. If you have informed us about a tenant change, continue paying until you get an updated bill. Any overpaid amount will be refunded.

Empty and unfurnished properties

If your property is empty and unfurnished, you can get a 100% Council Tax discount for one month. If the property remains empty and unfurnished after one month, the full Council Tax becomes due, and you will have to pay the full charge.

To tell us about a change in tenancy you will need to provide:
  • Full name of your tenants 
  • Tenancy start dates and end dates
  • The dates the tenants will be moving in or out
  • Forwarding address of tenants (If applicable)
