What is council tax and who should pay it?

Who does not pay council tax

Some people are classed as disregarded for Council Tax Purposes and as a result are not counted when working out how many people live in the property.

If you fall into any of the following categories, you can apply to be disregarded from Council Tax:

  • Residents aged under 18
  • Some apprentices and youth trainees
  • 18 or 19 years of age and in full time education
  • Under 20, in full time education and have child benefit is in payment for them.
  • 18 or 19 years of age and left education after 30 April – will be exempt from paying until 1st November of the same year
  • Full time college and university students
  • Foreign language assistants registered with the British Council
  • The severely and mentally impaired
  • Paid care workers earning no more than £44 per week
  • Carers who look after someone with a disability, that is not their partner, spouse or child under 18
  • Diplomats
  • Members of visiting forces
  • Members of international headquarters or a defence organisation
  • Have diplomatic privilege or immunity
  • Living in a hostel or night shelter
  • A member of a religious community
  • A Ukrainian national living in the UK under the Homes for Ukraine
