Building on these key achievements, our Newham Transformation Plan was put forward and approved in the Cabinet in August 2024. This is a pivotal step towards ensuring our Council remains fit for purpose in these challenging times. The Council intends to transform its operations through implementing the new Target Operating Model (TOM) to support the financial measures we need to undertake including further efficiencies wherever possible. We are embarking on a transformation journey to ensure we make the best use of our resources to maintain robust financial management and embrace innovative solutions to deliver significant, lasting benefits for our community.
Delivering a portfolio of programmes and projects as wide-ranging and strategically significant as this will require strong governance arrangements that enable effective delivery and oversight. The overall approach to overseeing the transformation plan will be overseen by the Newham Transformation and Improvement Board (NTIB), reporting to the Corporate Leadership Board and Cabinet.
The NTIB is responsible for monitoring overall progress, addressing strategic risks and issues, offering guidance to programmes, and managing stakeholders. It ensures quality and objective adherence, tracks investment and benefits realisation, and makes decisions regarding scope, investment, and risk management.
Independent Member of the Newham Transformation and Improvement Board (NTIB) | £1000 per day (outside IR35) with up to approximately four days a month commitment

You’ll be an independent representative on the Newham Transformation and Improvement Board (NTIB) and attend the Board meetings.
We are looking for senior leaders who have led improvement, transformation and held financial oversight of an organisation and wants to bring a fresh perspective to the role of Independent Member at NTIB. You will be innovative, confident, and consistent in providing independent advice, support and constructive challenges to NTIB partners and organisations.
The Transformation & Improvement Board serves as the central authority for strategic oversight and decision-making across all organisational-wide transformation initiatives and will have oversight of the delivery of the Peer Challenge action plan. It drives the transformation and improvement plan so that it operates at maximum effectiveness to ensure that transformational workstreams and associated governance groups get clear strategic leadership and guidance.
This is a high-profile, strategic role and as such will require extensive senior-level experience of working in and influencing the public sector. Your role will be to maintain productive and constructive relationships and cohere effort through all the parties in the Board to ensure rigorous delivery of the council’s improvement and transformation agenda and to ensure that effective cost controls are maintained throughout delivery.
In this role you’ll need to build credibility quickly with wide range stakeholders. You’ll drive a complex, highly sensitive, high-profile programme and you’ll need to be able to think laterally when evaluating options and impacts.
The Independent Member will be required to attend the monthly board meetings and other relevant meetings related to the board’s work.. The role will require a commitment of up to approximately 4 days per month.
