There is a legal requirement for Local Planning Authorities to prepare, maintain and publish registers of previously developed (brownfield) land.
Brownfield sites that meet the relevant criteria must be entered in Part 1 of brownfield land registers. Sites can optionally be entered in Part 2 of the Brownfield Register, granting them Permission in Principle.
On 1st of December 2024, the LLDC transferred planning powers back to the London Borough of Newham, including the requirement to maintain a Brownfield Register that reflects this part of the borough.
Part 1 of the register currently (December 2025) contains 25 sites, representing sites with planning permission and which meet the methodology (see further below).
There are no sites proposed for Part 2 of the Newham Brownfield Register.

Methodology
When assessing the suitability of sites for the brownfield register, the Council applies the following criteria:
- The site is not in full or in part a strategic allocation in the existing Newham Local Plan (2018) or LLDC Local Plan (2020), or in the emerging Local Plan. These sites are already made public through the Local Plan. The mix of uses and the residential capacity of these complex sites will be determined through masterplanning processes, in line with the requirements of policy.
- The site has planning permission, which demonstrates the Council’s view that it is deemed suitable.
- The site has a reasonable chance of being delivered (i.e. available and achievable, in line with the Regulations). Where planning permission has expired five years or longer from the time of assessment, the site will not be suitable to be entered/retained onto the register.
Newham’s Brownfield Register will be updated annually, unless otherwise deemed necessary.
