
• Consultation now open to determine how waste is managed across East London
• New plan aims to boost reuse and recycling rates in East London
• Supports Newham’s Just Transition Plan
From Monday 19 May to Monday 30 June 2025, Barking and Dagenham, Havering, Newham, and Redbridge will be consulting on the Proposed Submission East London Joint Waste Plan, setting out how waste should be managed in East London until 2041.
The Plan outlines how waste can be managed sustainably in East London; will ensure that there will be enough capacity to manage waste; and that waste facilities are located in the right areas to reduce the impact on local communities and the natural environment. The Plan also includes policies on how developers should consider the management of waste during demolition and construction of buildings, and when a development is occupied.

This plan is key to reducing waste, boosting recycling, and ensuring waste is managed responsibly across East London. It supports Newham’s Just Transition Plan by promoting sustainable development and protecting communities from poorly located waste sites. By designing better ways to dispose of future waste, we’re working towards a cleaner, greener Newham. I urge residents to take part in the consultation - your voice will help shape a fairer, more sustainable future for everyone.”
The Plan helps East London boroughs make decisions such as:
- Ensuring waste sites are well designed to minimise environmental impacts and avoid disruptions to local communities
- Protecting existing waste sites, including those that divert waste from landfill wherever possible
- Removing existing waste sites from safeguarding where they are poorly located or underutilised, or conflict with the borough’s respective Local Plans.
The East London Joint Waste Plan will seek to significantly reduce waste production overall in East London – keeping materials in use as long as possible before they are re-used or recycled, reducing the amount of waste that goes to landfill. The plan also supports developments that work towards net zero and plan for effective storage of waste, including recyclable materials and food waste; supporting Newham’s Just Transition plan, which seeks to reach our target of the borough being net zero carbon by 2045.
The Plan also includes policies to help meet East London’s household recycling target of 35-50% by 2030.
