Mayor Fiaz OBE says “growth with a purpose” at the heart of Newham Growth Plan

Growth that benefits all residents is at the heart of a new “Newham Growth Plan” approved by the Council’s Cabinet today (22 July 2025). Newham is one of London’s fastest growing boroughs and in recent years has benefited from substantial new housing and the opening of the Elizabeth Line. The Council is determined that growth benefits all residents, and the new Growth Plan builds on that commitment. 

Mayor of Newham, Rokhsana Fiaz OBE, said: “We are committed to delivering Opportunity Newham, which means that all of our growth has to have a purpose. That means creating new jobs, supporting local businesses, and enhancing the streets, parks, and green spaces that make our borough a great place to live.

"Newham has undergone significant transformation in recent years, and we remain at the forefront of London’s and the UK’s growth story for the decade ahead.

"But growth alone isn’t enough. It must be inclusive and sustainable - supporting our communities, safeguarding our environment, and creating opportunities for everyone. This plan sets out how we will work with partners to turn that vision into reality."

The Newham Growth Plan builds on the principles of the Council’s established Community Wealth Building agenda of ensuring economic, social and environmental justice so that economic growth results in all residents benefiting from long-term prosperity, fairness and wellbeing.

This will require addressing the embedded challenges of poverty and inequality alongside enabling growing sectors so that every resident can access future opportunities. The plan identifies key actions to create a “fair and resilient” economy which will support the borough’s employers to adopt inclusive and fair employment practices, and focus on retaining more wealth locally by supporting Newham’s vibrant SME sector. 

The Plan also identifies the key opportunity sectors which will drive employment, innovation and growth. These sectors are digital and data, construction and green skills, and creativity and culture.  

Mayor Fiaz added, “The Newham economy has grown well above the London and national average over the last decade, and while progress has been made - many of the barriers to opportunity faced by the borough’s most marginalised communities remain.   

“That’s why we need to double down on our efforts to attract the inward investment that helps residents secure quality jobs and improve access for all of our residents to the fundamental services they need to prosper.”
