Newham launches ambitious five-year Growth Plan to deliver homes, jobs and inclusive prosperity

• Newham Council sets out bold Growth Plan for 2025–2030

• Plan to drive growth in key sectors while tackling inequality and climate challenges

Newham Council has today unveiled its five-year Growth Plan (2025–2030) a blueprint for creating an inclusive, green, and innovative economy that delivers opportunities for all residents.

The Plan sets out how the Council will work with developers, investors, community partners and residents to deliver sustainable growth, while ensuring that prosperity is shared fairly across the borough.

Newham is one of London’s youngest and fastest-growing boroughs, with a track record of transformation, from the regeneration of the Olympic Park to the Royal Docks – London’s only Enterprise Zone. With its young, diverse population, outstanding schools, three universities, and world-class transport links, Newham is uniquely placed to lead the way in housing, jobs and skills growth. Two of its constituencies have been ranked by the Sutton Trust as the highest in the UK for social mobility.

But despite this progress, challenges remain. Thirty percent of the workforce earns below the London Living Wage, and almost 40% of households live on incomes below 60% of the UK average after housing costs. Tackling these entrenched inequalities sits at the heart of the Growth Plan.

At the London Real Estate Forum (LREF) today, Mayor of Newham Rokhsana Fiaz OBE launched the Plan, highlighting the Council’s commitment to investing in housing, regeneration and skills:

“Newham has all the components to deliver the inclusive growth that London and the UK need. From thriving cultural and data sectors to three universities, the East Bank cultural hub, and the globally successful ExCeL Centre, our borough is already shaping London’s future – all supported by some of the best transport connections outside Zone 1.”

“By 2026, we will have delivered 1,500 new council homes and begun major estate regeneration to provide thousands more. But our priority is ensuring growth happens with our residents, not to them. That means tackling inequalities, building community resilience to the climate emergency, and making sure prosperity benefits every household.”

The Growth Plan identifies council-owned land for up to 8,000 new homes and sets out opportunities for expanding growth in digital and data, green construction, and the creative and cultural industries – key sectors that will define the borough’s long-term success.

The Mayor added:

“London needs more homes, jobs and skills – and Newham can deliver. But we will do so in a way that supports our thriving and diverse communities, making sure no one is left behind as we build a fairer, greener and more prosperous borough for the future.”
