Newham welcomes Best Value Notice extension

The Ministry of Housing, Communities and Local Government has today announced a six-month extension of Newham council’s non statutory Best Value Notice. 

The notice was issued by Ministry of Housing, Communities and Local Government in May 2025 under the previous administration to address concerns about the council’s ability to find “best value” for residents across its services. 

The 12-month review of the notice showed improvements across several areas – highlighting the change of political administration as well as the appointment of a new permanent Chief Executive and other senior leaders as well as progress in key services.  

With many improvements at an early stage, the notice will remain in place and under review for another six months, during which time the Council will continue working to embed and sustain improvement under its new and stable leadership. 

Mayor of Newham Forhad Hussain said: “We welcome the review and extension of the Best Value Notice for a further six months. 

“Over the last year the council has undergone significant change and improvement, making real progress towards a more sustainable and transparent approach to overcoming the financial challenges we are facing. 

“I recently met with MHCLG colleagues, and I was clear that we have turned a corner but have much more to do to be the council our residents deserve. 

“I am pleased MHCLG have acknowledged the improvements Newham has made since the notice was issued. Ministers have recognised the ‘clear progress’ the council has made in strengthening its leadership, governance and financial management. 

“I was elected in May on the basis of a clear political vision for the next four years.  

“This week we have confirmed the appointment of a new, permanent chief executive to lead the council through the next phase of improvement and change.  

“We will continue to work closely with the Newham Transformation and Improvement Board and central government to ensure we provide the best possible services for our residents. 

“We have been clear that our residents deserve better and this organisation is rising to that challenge.”
