Local Implementation Plan (LIP)

The Local Implementation Plan (LIP) sets out how we propose to deliver the Mayor’s Transport Strategy (MTS).

It’s a statutory document submitted to Transport for London (TfL) and prepared under Section 145 of the GLA Act. Every London Borough sets out how they propose to deliver the Mayor’s Transport Strategy (MTS) in their area, as well how it will contribute to their other local and sub-regional goals.

Long term transport goals

The LIP outlines our long terms transport goals and objectives for the London Borough of Newham - for the next 20 years. It provides a much more detailed three-year programme of schemes and initiatives from 2019/20 to 2021/22, devised to meet the required MTS objectives while also addressing local priorities, concerns and needs.

It sets out in detail the targets and outcomes the Borough is required to - and seeking to achieve between now and 2021, as well as longer term objectives up to 2041.

Improving health and developing sustainable transport infrastructure

This LIP identifies how the London Borough of Newham will implement a programme of physical transport improvements and other supporting programmes and initiatives towards achieving the primary MTS goals of:

  • Healthy streets and healthy people
  • A good public transport experience
  • New homes and jobs.

The aim of the strategy and targets set:

  • An average of 80% of all trips in London to be made on foot, by cycle or using public transport by 2041 - compared to 63% today
  • An average of 83% of all trips in Newham to be made by foot, by cycle or using public transport by 2041 – compared to 71.6% today

The MTS sets different targets for Boroughs in central, inner and outer London.

The LIP outlines how Newham Council will set local priorities and develop a transport policy and investment programme to help achieve this target, as well as the Borough’s corporate aims regarding air quality, sustainable and active travel and public health.
