Our Just Transition Plan
In December 2023, Newham Council approved the UK’s first Just Transition Plan. This Plan builds on our 2019 Climate Emergency declaration and promotes a more joined-up approach to climate action, considering wider issues that affect our community, such as the cost-of-living crisis, air pollution and inequality.
The Just Transition plan is built around our 3-6-5 framework; three guiding principles, six desired futures and five enablers to make a Just Transition happen in Newham.
The three principles ensure that all the actions we take are prioritised around their ability to:
- Increase equity
- Reduce emissions
- Build long-term resilience
Our six futures set out the type of borough we want to create and the focus areas of our work.
- Our homes, workplaces and schools are comfortable, healthy and efficient.
- Our energy system is resilient, equitable and not dependent on fossil fuels
- We prefer to walk, cycle, or use public transport and goods are safely moved without polluting our streets
- We increase sharing and reduce waste, building a sharing and circular economy
- We eat well and sustainably
- Our neighbourhoods are resilient, connected and green
Our five enablers that will help us get there underpin our actions as a council:
- Growing the Council’s Climate Action capacity and effectiveness
- Targeting and increasing investment
- Partnering with Newham’s Anchor Institutions
- Enabling civic and place-based action
- Working beyond Newham’s borders
What is a Just Transition?
A Just Transition means reducing emissions whilst also improving our day-to-day lives by making our homes healthier and more efficient, our neighbourhoods more liveable with thriving green spaces, reducing pollution and health inequalities, and creating good, green jobs.
We acknowledge the complex and integrated nature of community issues and will address them through a climate lens, looking to increase fairness, improve well-being and quality of life.
