Change from a non-secure to a secure council tenancy
These frequently asked questions explain what you can expect as part of our work to help eligilbe residents move from a non-secure to a secure council tenancy.
1. What is the Tenure Change project?
We've lauched the Tenure Change project helping eligible council tenants move from a non-secure tenancy to a secure council tenancy. If you are eligible, you will be offered a secure tenancy for your current home. This gives you greater security and the rights that come with a secure council tenancy
2. Why have I received a letter?
You have received a letter as records show that you may be eligible for a secure council tenancy through the Tenure Change project. The letter explains what the offer means and what you need to do next. Receiving a letter does not automatically mean your tenancy has changed. You will need to follow the steps set out in the letter.
3. What is a secure tenancy?
A secure tenancy is a long-term council tenancy. It gives you the right to stay in your home as long as you keep to the terms of your tenancy agreement, such as paying your rent and looking after your property. A secure tenancy also gives you additional legal rights that are not available with a non-secure tenancy.
4. Will I have to move home?
No. If you accept the offer, you will stay in your current home. The only change is to your tenancy agreement. You will continue living at the same address.
5. Why have I been selected for the Tenure Change project?
You have been contacted because our records show you may be eligible to move from a non-secure tenancy to a secure council tenancy. Before any offer is made, the Council will check that you and your property meet the eligibility requirements.
6. What happens next?
If you are eligible, a member of the Housing team will contact you to arrange a visit. During the visit, they will discuss the process with you and check that current home is suitable for your household. They may also check whether there are any outstanding issues, such as repairs or damp and mould. If everything is in place, your case will be considered for a formal offer of a secure tenancy
7. Does receiving a letter mean I have been offered a secure tenancy?
No. Receiving a letter means that you may be eligible for a secure tenancy, while providing information on what you need to do next.
Before being offered a secure tenancy, the Council will meet with you and undertake a number of checks. If you meet all the requirements, you will receive a formal offer explaining the next steps.
8. Will the Council visit my home?
Yes. A Housing Officer may arrange a visit to discuss the Tenure Change process with you and make sure your home is suitable for your household before a formal offer is made.
9. What checks will the Council carry out?
Before a secure tenancy can be offered, the council will carry out a number of checks. These may include:
- If your household details are up to date
- If your home is suitable for your household
- If there are any outstanding property issues, such as repairs or damp and mould
- If you meet the eligibility criteria for a secure tenancy
