Renters’ Rights Act 2025: landlord responsibilities and enforcement
The Renters’ Rights Act 2025 gives tenants stronger rights and introduces stricter rules for landlords.
Enforcement in Newham
We may take action where landlords fail to meet their legal duties. This can include:
- Financial penalties
- Requiring repayment of any unlawful or prohibited charges to tenants
- Formal enforcement action for serious or repeated breaches
Newham Council has formally approved its plans for implementing and enforcing the Renters’ Rights Act, which came into force on 1 May 2026. This includes a revised Private Sector Housing Enforcement Policy, which sets out how the Council will apply and enforce the legislation locally.
The approved approach is set out in a public decision report and supporting documents. Landlords are strongly encouraged to review these to understand what to expect in Newham.
Future changes (later stages)
Further reforms will be introduced over time, including:
- A mandatory Private Rented Sector landlord database
- A landlord ombudsman scheme
- Stronger property condition and safety standards
