Visitor parking permits

If you live in Newham, you can apply for resident visitor parking permits which will allow your visitors to park near your home. 

Visitor permits allow visitors to park in a permit holder only bay, or a shared use bay during controlled hours. Any vehicle parked in a controlled parking area without a valid permit may receive a penalty charge notice.

A total maximum of 240 resident visitor permits can be purchased in a 12 month cycle. Once the limit has been met no more visitor permits can be purchased. The allocation resets on the anniversary of when it is obtained each 12 month period by the applicant for example if a 12 month allocation is obtained on the 17 August 2023 then a new allocation will be available from 17 August 2024.

Resident visitor permits are not valid for vehicles which exceed 2.3m in height and/or 5.3m in length. It is solely the responsibility of the visitor permit applicant to ensure that the vehicle for which they are applying for a permit does not exceed these dimensions. If any vehicle is found to be in breach of these dimensions the permit which has been applied for will be invalid and subject to cancellation which will mean that the vehicle can be enforced against.

To apply for visitor permits you need to register on MiPermit Newham.

You will need to provide:

  • A proof of address - Council Tax bill valid for the current Council Tax year. You can also provide a utility bill or bank statement but these must be dated within last three months, or
  • If you are unable to provide a current  Council Tax bill or utility bill/bank statement then a tenancy agreement covering the current financial year will be accepted. If the property has been recently purchased a mortgage offer letter or completion of sale letter, on headed stationery, from a solicitor dated within the last 6mths. 
  • Hand written documents will not be accepted

Once registered you can book visitor parking requests online to start immediately or up to 7 days in advance. Select visitor parking, the duration needed and then pay.

It is the vehicle owner/keeper’s sole responsibility to ensure that their vehicle is fully covered by a valid permit, active virtual permit or blue badge before leaving it parked on the public highway during the resident parking zone (RPZ) restricted hours. The RPZ restricted hours are displayed on the entry signs at the start of a zone or you can find details on the following Resident parking zones (RPZ) page.

Failure to display a valid permit or have an active virtual permit or blue badge will be subject to a penalty charge notice being issued and possible further enforcement action being taken such as removal of the vehicle to the Councils car pound.

Visitor permit charges

Every Newham household can pay for visitor parking in periods of 6hrs, 12hrs or 24hrs.

Visitor permit charges are linked to the CO2 emissions of the vehicle for which the permit is required. The CO2 emission data used will be that stated on the vehicles V5C document (log book) however, if that data is not stated on the V5C then charging will be based on engine size.

If the vehicle registration number for which a visitor permit is being applied for cannot be identified by the UK DVLA they will not be able to advise on the vehicles emissions or engine size. If this is the case and so as to ensure we are able to issue a permit, the charge will be based on the highest Tier 5 charge. If you accept this and apply for a permit then the permit charge will be linked to the Tier 5 charge. Newham uses the UK DVLA information stated on a vehicles  V5C to obtain emissions and engine size data and if that information is not stated on the V5C or the vehicle is not registered with the UK DVLA then the Tier 5 charge will apply in all cases.
