Newham Council is committed to creating more people-friendly streets that make it easier and safer for everyone in Newham to get around using greener modes of transport. Whether you walk, scoot, cycle or use a wheelchair or mobility aids, this will all contribute towards creating a cleaner and healthier borough.
Update – 7 October 2025
Over three evenings (24 September, 1 October and 2 Octover) over 200 residents with a wide range of views came together at Forest Gate Youth Zone to hear the Council provide an update regarding the proposed Woodgrange and Capel people-friendly streets project.
The Council provided a recap of the reasons why the project was initially proposed in response to health and transport challenges faced in Newham. There was a recap of the previous rounds of consultation on this proposed project, including a summary of the most common views and ideas expressed by residents. The presentation concluded with a potential amended design to the proposed project. Following the presentation, residents worked around tables to ask questions and provide their feedback on the potential amended design, which were written down by Council representatives.
The Council would like to thank all participants for their good-natured and constructive participation.

Following two further events on Wednesday 1 October and Thursday 2 October 2025, all questions and comments will be collated, addressed and published for further consideration.
Update – 4 September 2025
We invite local residents to an in-person event to provide an update on the Woodgrange & Capel project. The event will be hosted by Mayor Rokhsana Fiaz and the Highways & Traffic team.
The consultation opened in September 2022, in which concerns about road safety, air quality and traffic were raised. Since sharing details of the proposed people-friendly streets project, which was designed to address those concerns, we have been receiving feedback from the community.
We appreciate that there has been a mix of views on the scheme, including petitions for and against it. Any changes to how people move around their neighbourhood must be approached carefully and inclusively. That is why we have been undertaking a thorough review of the feedback received, the overall design, and the wider impacts of the programme; and we are committed to making a balanced and evidence-based decision that takes the wellbeing of all residents into account.

Registration is required. To register you must be a local resident. All residents inside and surrounding the proposed LTN area will receive an envelope containing a letter with a registration code. You will need this code to register your interest in attending.

Alternatively, to register in-person you can visit Forest Gate Library on Wednesday 10 September between 9:00am to 1:00pm where staff will be able to assist you. You will need to bring your letter with your registration code.
Update - 30 June, 2023
Following extensive traffic data collection and public engagement, a new people-friendly streets project in the Woodgrange & Capel area is being proposed by Newham Council. We shared a draft design proposal with residents via a leaflet earlier this year. This leaflet directed residents to a link where they could provide feedback on the proposal. We are reviewing this feedback and will provide an update soon.

Woodgrange and Capel LTN – proposed scheme
Street Survey
From mid-June to mid-July, the Council surveyed residents in the potential Woodgrange & Capel project area regarding their views about their streets - with regards to road safety, air quality, traffic, and conditions for walking and cycling. A people-friendly streets scheme is one potential scheme up for consideration.

Leaflet 1 - September 2022
Results of Street Survey and Traffic Surveys
On 24 June 2022, we sent postcards to addresses in the Woodgrange and Capel area asking residents to complete a Street Survey. We received 121 individual responses with residents providing their views about road safety, air quality, walking, cycling and traffic in the area where they live.

Leaflet 2 – January 2023
Proposed scheme
On 27-28 January 2023, we sent a second leaflet to addresses in the Woodgrange and Capel area to present the proposed project, including background information and supporting data. This leaflet directed residents to an online survey, where they could provide their feedback on the proposal.
