Disputing a PCN on a cloned or stolen vehicle


If your vehicle has been stolen

If you received a Penalty Charge Notice (PCN) on your vehicle after it was stolen.

What you need to do:

  1. Contact the police by calling 101 to request a Crime Reference Number (CRN) or incident number (CAD).
     
  2. Submit an Informal Challenge or Formal Representation:
  • state that the vehicle had been taken without the registered keeper's consent
  • provide the Crime Reference Number (CRN) or incident number (CAD) that you were given by the police as evidence

The crime reference number will be used to carry out further checks to verify the crime.

If your vehicle has been cloned

If the vehicle that was issued a Penalty Charge Notice (PCN) has the same number plate as your vehicle, but is not the same vehicle, it is possible your vehicle number plate has been cloned.

What you need to do:

  1. Contact the police by calling 101 to request a Crime Reference Number (CRN) or incident number (CAD).
     
  2. Submit an Informal Challenge or Formal Representation:
  • provide the Crime Reference Number (CRN) or incident number (CAD) that you were given by the police as evidence
  • upload colour photographs of your vehicle from all angles as supporting evidence

The crime reference number will be used to carry out further checks to verify the crime.
