Submit a challenge or representation
If you disagree with a Penalty Charge Notice (PCN) and believe it has been issued incorrectly, you can dispute it by submitting an Informal Challenge or Formal Representation.
It is recommended that you:
- View photo or video evidence of the Penalty Charge Notice (PCN) online.
- Check the contravention code and understand the reasons why the PCN has been issued.
- Decide to either pay or, if you choose to, dispute a PCN.
- Look at guidance on how to write a Informal Challenge or Formal Representation and the information you need to include.
You are required to follow the statutory process, which mean you must either pay or dispute a Penalty Charge Notice (PCN).
PCN disputes can NOT be discussed over the phone or email.

What you need:
- PCN number, found on the Penalty Charge Notice (PCN) or letter
- vehicle registration (number plate)
- web code, found on the PCN (Formal Representations only)
- evidence to support the reason(s) for disputing the PCN (this is optional, but recommended). The file size must not exceed 6MB and should be jpeg, jpg, png or PDF files. Scanners at libraries are available if needed.
- An email address, to received email confirmation with the reference number. This is not compulsory. It is recommended to note the reference number that provided at the end.
If a Penalty Charge Notice (PCN) dispute:
- is received within 14 days, or 21 days depending on the type of contravention,
AND
- the challenge is NOT accepted
the PCN will be held at the discounted rate for a further 14 or 21 days from the date the response is sent, to allow the PCN to be paid at the reduced rate.
Accessibility and reasonable adjustments
If a protected characteristic, as listed in the Equality Act 2010, or another condition makes it difficult for you to dispute or pay your Penalty Charge Notice (PCN), we will consider what reasonable adjustments we can make to assist you. Contact the Council for reasonable adjustments.
